Reuters reported in November 2025 that internal Meta documents projected substantial revenue from advertisements for scams and banned goods. The investigation described an internal 2024 estimate of about $16 billion. Meta disputed the interpretation, saying the estimate was rough, overly inclusive and included legitimate advertisements. ## Keep estimates and findings separate

The reported figure was an internal estimate described by journalists, not a final regulatory finding. Meta also told Reuters it was removing scam content and reducing user reports. Both the investigation and the company's response belong in an account of the story. [1]

On November 24, 2025, Senators Richard Blumenthal and Josh Hawley called for federal agencies to investigate and take action if appropriate. A request for an investigation does not establish its eventual outcome. [2]

## An advertisement still needs verification

Before following an offer, check the destination domain and find the organization through an independent route. Do not treat a polished advertisement or familiar social platform as proof that a seller is legitimate.

For developers building ad-supported products, make reporting and review processes part of the product design. Keep enough evidence to investigate a complaint without requiring the user to reconstruct it later.
