Amazon announced a $38 billion, seven-year agreement with OpenAI on November 3, 2025. The plan gave OpenAI access to AWS computing infrastructure, including NVIDIA GPUs, for advanced AI workloads. The figure described the agreement across its term. [1]
A contract is different from deployed capacity
Amazon said OpenAI would begin using AWS immediately and targeted deployment of the announced capacity before the end of 2026. That was the schedule stated at announcement, rather than evidence that every planned machine was already operating. [1]
The deal also does not establish that OpenAI moved every workload away from every other provider. An additional infrastructure agreement can coexist with other partnerships.
Read cloud announcements in three parts
Identify what was signed, when the capacity is expected to become available and who operates it. Keep planned spending separate from money already recognized as revenue.
For a developer using an API, the practical checks remain the service's availability, limits, latency and data-handling terms. A large infrastructure contract does not directly guarantee a particular response time for your application.
